Southeast Asia has been in the global spotlight for marine plastic pollution, with four countries in the region listed among the largest contributors. Each ASEAN member has demonstrated its commitment through national policies on marine debris, which are considered capable of addressing this issue. However, in 2021, ASEAN Plan for Combating Marine Debris at the regional level. This research analyzes using the international cooperation theory of dilemmas of common aversion, which states that countries cooperate due to the lack of clear rules, necessitating coordination. Primary data were obtained through direct interviews with the Ministry of Foreign Affairs of the Republic of Indonesia. Secondary data were collected using document analysis techniques sourced from journals, reports, books, and other forms. The results show that the establishment of the Regional Action Plan for Combating Marine Debris in 2021 at the ASEAN regional level is driven by the need for a coordination framework among ASEAN member countries to present uniform standards and avoid the threat of marine plastic debris in the Southeast Asian region.
