This research analyzes the dynamics of bilateral relations between Australia and Timor-Leste, with a focus on the settlement of maritime boundary disputes in the Timor Sea that culminated in the 2018 Maritime Boundaries Treaty. The study aims to examine Australia’s role, interests, and influence in resolving the conflict, as well as the broader implications for political and economic cooperation between the two states. Using a qualitative descriptive method through library research, this study draws on secondary sources including international treaties, government documents, and academic literature. The analysis is guided by the liberalism perspective, system-level analysis, and international regime theory to explain how cooperation and institutional frameworks facilitate stability. The findings show that Australia contributed significantly to Timor-Leste’s peacebuilding and development through humanitarian assistance, capacity-building, and maritime negotiations conducted under UNCLOS 1982. The successful agreement not only resolved longstanding tensions but also reinforced bilateral cooperation in areas such as trade, education, and development programs, including Australia Awards and joint training initiatives. Overall, the study concludes that international regimes and sustained cooperation play a vital role in enhancing regional stability and strengthening interdependence between Australia and Timor-Leste.
